6. There are three secretaries who work for four departments. If each of the four departments has one report to be typed out, and the reports are randomly assigned to a secretary, what is the probability that all three secretaries are assigned at least one report?

Total no of ways: 3^4
1st sec can get a report in 4c1 ways = 4
2nd sec .........................3c1 way = 3
3rd sec...........................2c1 way = 2
last can be distributed to any of the three = 3
So probability is = 4*3*2*3/ 3^4 = 8/9
This is the answer given.
Please explain me the answer.
